SUBSTANCE: invention relates to video encoding/decoding video images. Image processing device is proposed for coding of image data. In this device as a processing coding element is composed of element having a hierarchical structure. Device comprises a predicted quantisation parameter setting module, module of difference quantisation parameter, model of encoding and transmitting module. Module of difference quantisation parameter is designed for installation of a difference quantisation parameter indicating the value of the difference between the quantisation parameter set for the current coding element, and a predicted quantisation parameter setting module installed a predicted quantisation parameter.
EFFECT: technical result is an increase in coding efficiency due to the installation predicted quantization parameter based on a plurality of quantization parameters set for a plurality of surrounding elements coding.
