SUBSTANCE: image processing apparatus includes a circuit configured to set a flag determining whether there is a difference quantization parameter and the current quantization parameter for the current encoded block is formed by dividing the block, in which the largest coding block is recursively divided into smaller coding blocks; quantizing the conversion coefficient data based on the set current quantization parameter to generate the quantized data and encoding said quantized data to generate a bitstream containing the specified flag.
EFFECT: technical result is preventing deterioration of subjective image quality for a decoded image.
