SUBSTANCE: group of inventions relates to the field of resistance to abnormal atmospheric phenomena. The method to combat atmospheric heat and severe cold is carried out creating a front of low-speed, but long-term forced surface air flow. The flow is created in the epicentre of possible occurrence of atmospheric pressure growth from earth surface. The flow width shall be comparable to city diameter. The device for realisation of the method comprises a cascade of wind turbine fans. Wind turbines when rotating have two degrees of freedom. In calm weather wind turbine fans create an axial air flow from forced rotation with an engine. In case of atmospheric wind devices process kinetic wind energy into power.

EFFECT: invention provides for damage of an anticyclone at the stage of generation due to high energy of anticyclone instability and start of its formation from earth surface.
