FIELD: metallurgy.
SUBSTANCE: method includes microalloying of a surface alloy layer with the help of magnetic and abrasive treatment with a magnetic and abrasive powder with particle size from 250 to 600 mcm, with linear speed of rotation of magnetic poles from 500 to 600 m/min and working gap value between poles 2 - 10 mm with formation of a protective layer of an oxide film. The magnetic and abrasive powder is a powder, containing α-ferromagnet matrix with content of molybdenum carbide of 50 - 55% in it. Magnetic and abrasive treatment is carried out in two stages: at the first of which the magnetic field intensity in the working gap is 1-1.5 T for 1-1.5 min, and at the second stage - the magnetic field intensity is 0.2-0.4 T for 1-0.5 min.
EFFECT: increase and stabilisation of breakthrough voltage value, which will improve reliability of operation of fuel elements of a nuclear reactor.
