SUBSTANCE: traffic offloading apparatus has a paging unit configured to page user equipment (UE) in idle mode for downlink offload traffic arriving at the traffic offloading apparatus for the UE; a receiving unit configured to receive a service request from the UE as a paging response; a modifying unit configured to modify the service type in the service request to indicate an UE-initiated service request; and a sending unit configured to send the modified service request to a serving GPRS support node (SGSN).
EFFECT: successful call connection without reducing security level in a mobile communication network.
