SUBSTANCE: invention relates to mobile communication. The mobile communication method includes a step in which, when it is detected that a mobile station (UE) has moved into a cell #1 inside an area to be measured, an MME transmits to a wireless base station eNB#1 which manages the cell #1 a measurement configuration #1 required for performing measurement and reporting of a desired wireless communication quality; and a step in which the wireless base station eNB#1 transmits an "RRC Connection Reconfiguration" containing the measurement configuration #1 to the mobile station (UE).
EFFECT: initiating performance, by a specific mobile station (UE), measurement and reporting of a desired wireless communication quality when said UE moves into a cell inside a certain area.
