SUBSTANCE: radio base station is a radio base station eNB #2, configured to transmit a C-RNTI identifier, which can be used in cell #2, to the radio base station eNB #1 in response to a "HO Preparation (handover preparation signal)" message received from the radio base station eNB #1 which controls cell #1, and notify a radio resource assigned to the mobile station UE by using the C-RNTI identifier included in the "HO Complete" message, if it is determined that the C-RNTI identifier included in the "HO Complete" message received from the mobile station UE can be used in the cell #2.
EFFECT: eliminating the problem of mixing physical cell identifiers.
