FIELD: information technology.

SUBSTANCE: system includes: an information receiving module that is configured to receive information from a monitoring authority; and an information transmitting module that is configured to receive the information from the information receiving module and generate cell broadcast short message service (CBS) messages that include coded data relating to information on relaying stations in at least one pre-selected geographical location to be relayed to user communication devices in at least one pre-selected geographical location, said coded data being configured to correspond to at least one information component stored on said user communication devices, and determine specific groups of users such that when any user communication device receives a CBS message, not intended for a specific group of users, that message is ignored, otherwise user communication devices generate a notification corresponding to at least one information component.

EFFECT: high reliability of message delivery owing to use of CBS message technology.
