SUBSTANCE: invention relates to broadcasting systems for targeted warning of population on emergency situations. Technical result is achieved by the fact that for transmission of warning signals, a standard broadcast network of powerful radio transmitters is used; broadcast transmission of alert signals is carried out from the same radio transmitters and in the same frequency range as the main broadcast, which guarantees equivalent conditions for transmission of both warning and main broadcasting signals. Use of the FM RDS technology in the short-term pause of main broadcasting to activate activation messages for activation of radio receiving devices in standby mode enables to solve the problem of remote activation of radio receiving devices.
