SUBSTANCE: invention relates to a fixing element which can apply a force sufficient to press the toner particles on the raised part of the paper surface, while simultaneous maintaining good conformability to the embedded part of the paper surface, which gives the advantage of a surface layer comprising a layer of soft rubber. The claimed group of inventions comprises a fixing element and a fixing device comprising the fixing element. At that the fixing element has a surface layer to come into contact with toner, and this surface layer has a structure of a "sea-island" in which fluorine rubber is a "sea" phase, and an organic silicon compound having a stitched structure is an "island" phase, and in accordance with the dependence curve of the mechanical stress on deformation the initial modulus of elasticity showing the slope of the dependence curve of the mechanical stress on deformation, increases with the increase of deformation in the range of deformation from 0.25 to 0.8.

EFFECT: development of the fixing element, which can apply sufficient force to press the toner particles on the raised part of the paper surface, while maintaining an acceptable conformability to the embedded part of the paper surface, which is an advantage of the surface layer comprising a layer of soft rubber, the invention is aimed at creation of a fixing device, which can form high-quality electrophotographic image having uniform gloss, in which formation of area is unlikely, where the shape of the toner particles is maintained on the embedded part of the sheet of paper.
