FIELD: machine building.

SUBSTANCE: device includes a frame consisting of longitudinal and transverse elements, which is arranged in a polymer block. Transverse elements are formed with turns of a spirally wound cable that is twisted at least from two wires. A set of individual elastic elements is installed between cable wires; some part of the above elements is movably connected to each other in a longitudinal direction throughout the pipe length or the part of the pipeline, thus forming longitudinal elements of the frame. As per the other version, the rest part of other elastic elements is connected to each other in radial direction throughout the pipe thickness in case the whole frame or individual sections of the frame are multilayered or volumetric. Each individual elastic element is made of wire pieces of different shape of a cross section with bent ends in the form of hooks. The method involves formation of a pipe frame and its filling with polymer.

EFFECT: increasing flexibility and bending strength of pipes and parts of pipelines at a point of transition from dynamic state to static state.
