SUBSTANCE: invention relates to communication engineering. Invention discloses a scheduling device and a scheduling method in which the amount of signalling of frequency resource allocation information can be reduced while the system throughput is maintained. In a base station device, a scheduling unit selects allocates frequency resources to target frequency allocation terminals based on established frequency allocation elements, and a frequency allocation parameter setting unit controls the established frequency allocation elements in the scheduling unit based on the number of clusters. Therefore, for each number of clusters, frequency resources may be allocated based on the most suitable frequency allocation elements relative to the number of signalling bits. As a result, the total amount of signalling of frequency resource allocation information can be reduced.
EFFECT: system throughput can be maintained by making the number of clusters, which are a parameter having the greatest impact on system throughput, a frequency allocation element setting parameter.
