FIELD: chemistry.

SUBSTANCE: method involves treating water with an oxidising agent and filtering the treated water through a charge layer of quartz particles and then feeding the water to the consumer, wherein the oxidising agent used is an aqueous solution of oxidants with pH 5-6, total salt content of 0.5 g/l, content of oxidants of less than 400 mg/l and redox potential of plus 950 mV to plus 1100 mV relative a silver chloride reference electrode. The amount of the added solution of oxidants is controlled depending on the composition and consumption of water such that content of oxidants in the water fed to the consumer is 0.05-0.10 mg/l. Before feeding to the consumer, the water is further treated and/or conditioned and a solution of oxidants is further added to the treated water after filtering the treated water through a charge layer of quartz particles. The process employs a quartz charge with particle size of 2.0-5.0 mm with the treated water moving through the charge from top to bottom. The aqueous solution of oxidants is obtained from natural water via purification thereof from suspended impurities, removal of heavy metal ions and hardness salts through successive treatment of the water in the cathode chamber of a diaphragm cell and in a floatation reactor, and the mixture of oxidants in form of an aqueous solution or wet gas is obtained by treating the solution of an alkali metal chloride in the anode chamber of the same or another diaphragm cell.
