SUBSTANCE: invention relates to communication and particularly to communication traffic data transportation. A traffic offload function (TOF) entity receives a downlink packet of offload traffic of user equipment (UE) sent by a packet data network (PDN); the TOF entity sends a core network (CN) paging message to the UE; the TOF entity receives a paging response sent by the UE to the CN, where the paging response includes a service request message of the UE; and the TOF entity forwards the service request message to the CN so that the CN sets up a radio access bearer (RAB) after the service request message is received.
