FIELD: machine building.

SUBSTANCE: inventions relate to energy accumulating devices. A procedure for preparation of a flywheel to operation proceeds as follows: prior to the operation start a flywheel (3) is sped up in a casing (1) up to the velocities when elastic increase of a rim (5) diameter and plastic deformation of a disk (4) occurs. After the external rim (5) surface contacts with the braking coating (7), acceleration of the flywheel is stopped. The rotating flywheel (3) is kept at the minimal possible gap (8) until the disk (4) plastic deformation is completed, and then it is stopped. The flywheel operation procedure consists in speeding up the flywheel (3) installed in the casing (1) with the gap (8), and when the flywheel touches the braking coating (7), delivery of torque is stopped. The gap (8) is equal to the increment of the flywheel radius under condition of its elastic deformation safe for operation. The device for implementation of the above procedures comprises an energy accumulating system including a casing (1), whereon the flywheel (3) is mounted on bearings (2). An internal cylindrical surface of the casing (1) is fitted by the braking coating (7) and is made strictly concentric to the external cylindrical surface of the flywheel rim (5). The minimum positive calibrated gap (8) is provided between the braking coating (7) and the external cylindrical surface of the flywheel rim (5).

EFFECT: increased energy content and safety of a flywheel.
