FIELD: electricity.
SUBSTANCE: device includes an electrode connected to an electric power source. An electrode is made in the form of a coaxial cable, the central strand of which is earthed. Connection of the electrode to the electric power source is performed along an external electrically conducting cover. The cover is separated from the central strand with a dielectric gasket.
EFFECT: improving efficiency, simplifying the structure and reducing costs for its manufacture.
