SUBSTANCE: clock synchronisation device which implements the disclosed method comprises a relay artificial earth satellite, first and second ground-based stations, each having a frequency and time standard 1, first 2.1 and second 2.2 heterodynes, a pseudo-random signal generator 3, a switch 4, mixers 5, 13, 19, 28 and 30, a first intermediate frequency amplifier 6, first 7 and second 12 power amplifiers, a duplexer 8, a transceiving antenna 9, first 10 and second 15 clippers, first 11 and second 16 buffer storages, a delay and delay derivative meter 17, first 18 and second 21 90°(-90°) phase changers, first 14 and second 20 second intermediate frequency amplifiers, an adder 22, first 23 and second 34 multipliers, narrow band-pass filter 24, an amplitude detector 25, a switch 26, a reference frequency unit 27, a third intermediate frequency amplifier 29, first 31 and second 35 low-pass filters, a Doppler frequency meter 32, a correlators 33, an extermal controller 36, a controlled delay unit 37 and a range indicator 38.
EFFECT: higher accuracy of synchronising remote time scales by measuring the distance from a ground-based station to a relay artificial earth satellite, the speed and direction of movement thereof relative to the ground-based station.
