The radio base station (503) includes control means for handing over the subordinate relay base station (504) to a neighbouring radio base station (503) when the load on the radio base station is greater than a predetermined threshold. The control means is configured to confirm whether the neighbouring base station (503) can accept the relay base station (504) upon handover of the relay base station (504).
