SUBSTANCE: invention relates to a device for reducing the torque and/or speed of the turbulent liquid, for example, in a clearing agent. It can be used during precipitation or separation of suspended solid particles from liquid, such as in urban water treatment systems, treatment of sugarcane juice or in pulp and paper manufacturing. The device for reducing turbulence caused by the flow of the first liquid from the tube or hose into the second liquid in the tank. The device is made with the ability of immersion into the second liquid, the first and second liquids may be identical or different, and the said device comprises: the first and second rigid plates, one or more spacers, each of which is attached to both the first plate and the second plate, at least four partitions rigidly attached to the second plate, at that the partitions are located symmetrically with respect to axis which extends through the centre of the hole in the first plate, and which is also perpendicular to both said plates, and there are spaces between adjacent partitions, which enables a certain amount of liquid to pass between the adjacent partitions. The first and second plates have approximately the same size and shape, except that the first plate has a central hole through which a tube or hose may extend, so that the tube or hose is mounted for outputting the first liquid into the space between the first and second plates. The spacers hold the first and second plate in a fixed position relative to each other and parallel to each other. The second plate is made with the ability to divert the flow of the first liquid approximately by 90 degrees, converting approximately the linear flow, which is approximately parallel to the axis, into the radial outwardly directed flow which is approximately parallel to the second plate, and the partitions are additionally made with the ability of power dissipation of the first liquid flow, to prevent turbulence at the interface between the first and second liquids and to prevent the formation of vortices. The clearing agent for precipitation or separation of suspended solid particles from the liquid, containing a tank, in which a plurality of devices for reduction of turbulence is mounted.
