SUBSTANCE: invention relates to computer engineering. The image processing apparatus comprises mode determining means for determining prediction mode for intra-frame prediction with respect to an intra-frame prediction unit to be subjected to intra-frame prediction, as image data; phase-shifting means for shifting the phase of an adjacent pixel to the intra-frame prediction unit in a given positional relationship in accordance with the shift direction according to the prediction mode determined by the mode determining means, and the shift value serving as the candidate; shift value determining means for determining the optimum shift value of said phase for said adjacent pixel using said adjacent pixel and said adjacent pixel whose phase was shifted by the phase-shifting means; and predicted image generating means for generating a predicted image of said intra-frame prediction unit using said adjacent pixel whose phase was shifted in accordance with the optimum shift determined by the phase shift determining means.
EFFECT: high encoding efficiency with intra-frame prediction.
