SUBSTANCE: technical result is achieved by the fact that when the unit adjacent to the left with the current unit and the unit adjoining from the top with the current unit are installed, a predictive quantisation parameter output from the average quantisation parameter value for the left-neighboring unit and the quantisation parameter for the neighboring unit from above; setting, when the block adjoining on the left with the current unit, and the block adjoining from the top with the current block, are inaccessible, a predictive quantisation parameter output from the processing unit quantisation parameter not adjacent to the current block; generating difference information indicating a difference between the predetermined prediction quantization parameter and the current unit quantization parameter; and generating stream information including differential information.
EFFECT: technical result consists in improvement of quantization parameters encoding accuracy.
