FIELD: transport.
SUBSTANCE: balancer (1) for lifting, retaining and lowering of cargo comprises cable drum (7) to be driven by pressurized working fluid. Winch incorporates cable drum emergency brake to brake the drum in case the preset rpm is exceeded. Note here that emergency brake device comprises one spring-loaded retainer (16) secured to cable drum (7) that can be displaced to developed locking position by centrifugal force. Note here that at locked position, cable drum revolution is locked by engagement with retainer fixed relative to cable drum (7). Retainer (16) as-actuated is kept in developed position when said retainer (16) and stop interacting therewith get disengaged.
