FIELD: radio engineering, communication.

SUBSTANCE: invention relates to communication. Versions of implementation of this invention provide a reconfiguration method, a radio network controller (RNC) and a terminal. The method involves the following stages at which: a report on measurements, which is started based on transition of the state and sent from the terminal, is received; with that, the report on measurements shifts indication information for start of transition of the state of control of radio resources (RRC); and a reconfiguration message is sent to the terminal; with that, the reconfiguration message includes the following: target state of transition of RRC state, which is assigned for the terminal; and/or the corresponding information of a unidirectional radio channel, and/or information of a transport channel, and/or information of a physical channel when the terminal is in RRC target state.

EFFECT: delay added to configuration of the dedicated transport channel is reduced, and effectiveness of transition of the state, which is made by RNC on the terminal, is improved.
