SUBSTANCE: device includes the following: a lens of a surveillance channel, a supporting and turning device, a photodetector of the surveillance channel, a matrix of photodetectors, a device for read-out of information and an analogue-to-digital converter, mechanisms of vertical and horizontal guidance, vertical and horizontal disks with code tracks, a unit for read-out off the vertical disk and a unit for read-out off the horizontal disk, the first angle-code converter and the second angle-code converter, a video-code, a video monitoring adapter, a video monitoring device, a count shaping unit, an information control and conversion unit, a synchronisation unit, a code converter and a time-code converter, a recording device, a remote control panel, as well as a selection device of movable targets, which contains a random-access memory unit of a current frame of a video image, a random-access memory unit of the previous frame of the video image, a calculation unit of differences of frames of video images, a random-access memory unit of the current frame of the video image, a summation unit of differences of frames of video images, a recording device, a random-access memory unit of current values of codes, a random-access memory unit of previous values of codes, a calculation unit of relative shift of frames of video images, and a memory control device, which are interrelated in a certain way.
EFFECT: possible selection of movable objects on a common observed background.
