SUBSTANCE: invention relates to video data encoding and decoding means. Invention covers the video decoder configured to get the magnitude for index of a current video unit. Said video decoder produces the type of separation for current video unit. Video decoder selects one of multiple preset sets of ordered forecasting candidate-video units on the basis of separation of current video unit. Video decoder selects the forecasting video unit from one selected on the index magnitude basis. Video decoder generates motion vector for current video unit on the basis of data on motion of forecasting video unit.
EFFECT: higher efficiency of transmission, reception, encoding and decoding and/or storage of data by video devices.
