SUBSTANCE: invention relates to wireless communication and is intended to allocate an identifier for no-mobility mobile stations in idle state. The invention discloses a device for transmitting/receiving an identifier for a no-mobility station in idle state. In a base station device for transmitting an identifier for a no-mobility mobile station in idle state, according to the present invention, a receiver receives information on mobility from at least one mobile station. A processor allocates, to at least one no-mobility mobile station in idle state, at least one identifier for a no-mobility mobile station in idle state for a no-mobility mobile station in idle state based on the information on mobility. A transmitter transmits the allocated identifier to the at least one no-mobility mobile station in idle state.
