SUBSTANCE: invention relates to communication engineering and can be used in mobile communication systems. A terminal device comprises a receiver for receiving from a base station first information including information on whether a downlink area has been allocated for a no-mobility mobile station in an idle state just for a terminal in an idle state without mobility. The receiver is configured to additionally receive second information including information on the allocated downlink area, wherein the first information is any one of the following: a super-frame header (SFH), a broadcast control channel (BCCH), a non-user specific information element A-MAP IE, an extended non-user specific information element A-MAP IE, and a physical downlink control channel (PDCCH).
EFFECT: transmitting and receiving downlink data for a no-mobility mobile station in idle state.
