SUBSTANCE: invention relates to computer engineering. A method of encoding transform coefficients associated with residual video data during video coding, which includes assembling block of transform coefficients into one or more subsets of transform coefficients based on a scanning order; encoding a first part of transform coefficient levels in each subset, wherein the first part of the levels includes at least the significance of transform coefficients in each subset; and encoding a second part of transform coefficient levels in each subset, wherein encoding the first part of transform coefficient levels includes encoding the significance of transform coefficients in each subset in accordance with the scanning order, and wherein encoding the second part of transform coefficient levels includes encoding transform coefficient levels in each subset in accordance with the scanning order, wherein the scanning order includes both a scanning pattern and a scanning direction.

EFFECT: matching the scanning order for encoding the display of transform coefficient significance and for encoding transform coefficient levels.
