SUBSTANCE: invention relates to computer engineering. A method of encoding transform coefficients associated with residual video data in a video coding process, the method comprising encoding information indicating significant transform coefficients in a block of transform coefficients with scanning, performed in a reverse scanning direction from coefficients of higher frequency in the block of transform coefficients to coefficients of lower frequency in the block of transform coefficients; forming a significance map for the block based on the encoded information, indicating significant transform coefficients, and encoding information indicating levels of significant transform coefficients in the reverse scanning direction from coefficients of higher frequency in the block of transform coefficients to coefficients of lower frequency in the block of transform coefficients.

EFFECT: matching the scanning order for encoding both a transform coefficient significance map and for encoding transform coefficient levels.
