FIELD: physics.
SUBSTANCE: method includes prolonged exposure of a local region of the atmosphere to a thermal beam of focused solar flux. The beam is obtained using an optical lens with multi-kilometre dimensions. The lens is created in the ionosphere upon exposure thereof to a directed beam of microwave radiation with a variable wavelength and radiation power to control permittivity of the ionosphere. The radiation frequency must be lower than critical frequency. The focal plane of the created lens is located on the surface of the Earth.
EFFECT: providing shift and efficient breakdown of cyclones.
