SUBSTANCE: invention relates to wireless communication systems and is intended for increasing the completed service call coefficient on a network. The invention includes sending, by a radio network controller, a RB channel establishment message to user equipment (step 302); deciding, by the radio network controller, that during a first predetermined period, no RB channel establishment response message has been received from the user equipment, if yes, the radio network controller initiates sending, by the user equipment, a cell update message (step 304); receiving, by the radio network controller, the cell update message from the user equipment and determining the configuration status of the user equipment in accordance with information contained in the cell update information and/or in accordance with the time of reception of the cell update message (step 306), and performing, by the radio network controller, a call recovery process in accordance with the configuration status of the user equipment (step 308).

EFFECT: high completed service call coefficient on a network.
