A LDPC encoder performs encoding using a LDPC code, having a length of 4320 bits and coding rate of 1/2. A parity check matrix H of the LDPC code is configured by arranging elements 1 of an information matrix, which are determined based on a parity check matrix initial value table of the parity check matrix H representing positions of elements 1 of the information matrix corresponding to an information length, code length and coding rate for every 72 columns, in a column direction at a period of 72 columns.
