SUBSTANCE: invention relates to computer engineering. Apparatus for encoding quantisation parameter has an encoder for encoding image data at least in section of image using a predictor of quantisation parameter for current quantisation parameter used for image data, wherein predictor of quantisation parameter includes a plurality of quantisation parameters of previously encoded adjacent sections, encoder transmits into corresponding decoder difference between current quantisation parameter and predictor of sampling parameter and predictor of quantisation parameter represents average quantisation parameters pre-encoded adjacent section on left and pre-encoded adjacent section from top section, which currently encoded when these adjacent sections are available, and if at least one of said adjacent sections is absent, predictor of quantisation parameter is based on quantisation parameter for current layer.

EFFECT: technical result consists in reduction of non-productive costs for transfer of service information required for transfer of quantisation parameters in decoder.
