SUBSTANCE: system comprises at least one central server of a public surveillance system and at least one remote device of a public surveillance participant in the form of a computer or a server connected via a wide area network to the central server of the public surveillance system, as well as at least one server of a regional department of the public surveillance system, at least one server of a local department of the public surveillance system and at least one server of the local government authority, which are connected with the at least one remote device of the public surveillance participant and the at least one central server of the public surveillance system via a wide area network. At least one central server of the public surveillance system is configured to create a personal account for at least one public surveillance participant, while providing access to electronic forms of inspection certificates of surveillance objects, electronic forms of documents on inspection, verification and monitoring of surveillance objects and the passport of the offender, an email for fast communication and sending and reception of documents, to audio and video communication channels, to electronic directories and electronic navigation maps, and the said at least one remote device of the public surveillance participant is configured to create, store and send documents to the said at least one central server of the public surveillance system, to the said at least one server of the regional department of the public surveillance system, to the said at least one server of the local department of the public surveillance system and to said the at least one server of the local government authority, which are configured to display information on documents on monitoring surveillance objects violating requirements for the surveillance objects and elimination thereof.
