SUBSTANCE: invention relates to an expert-analytical information system for remote rating of draft bills with participation of remote experts. System comprises, integrated with a data transmission network, central server, information interaction modules, that are part of system units, information storage means, remote automated workstation of registered participant expert, wherein central server includes a unit for decomposition of original document into fragments, which provides automated structural fragmentation of original document, unit for generating a rating of original and author versions of fragments, ensuring correction of ratings and determination of versions of document fragments with highest number of points, unit for generating final draft document, providing assembly of final version of draft document from versions of fragments, having highest number of points, unit for authentication and rating of experts.

EFFECT: technical result consists in automation of process of forming a document due to decomposition of document into logically connected fragments, formation of versions of fragments of document and possibility of assembling final document from different versions of document fragments with highest ratings.
