SUBSTANCE: invention relates to telecommunication- and communication systems and can be used for real-time control and communication by emergency services, Emergency Situations Ministry, other ministries and establishments. Into the equipment vehicle there is additionally introduced a digital radio relay station (RRS) with an antenna, a server-interface converter, n portable radio stations of GSM standard with built-in antennas, an interface unit, a combined multiplexer, two access routers, a cryptographic router, an individual encoder, a group encoder, four-channel data transmission equipment (DTE), portable computer of DTE operator WS, a universal telecommunication server, a video conferencing server, an operational communication telephone station, a portable computer of telephone operator WS, portable computers with connected to them video cameras of two main LG WSs system, two main telephone sets of ATS system, two unitized commander panels, an interface converter, a lines input unit, telephone communication subscriber lines (SL), operational communication SL, two fibre-optic communication lines, n portable VHF radio stations with built-in antennas, navigation equipment, as well as self-contained equipment consisting of an interface converter, optical switching center, portable computers of three remote LD WSs with connected to them video cameras, a printing device, n external self-contained telephone sets of ATS system and remote TS of operational communication.

EFFECT: technical result consists in expansion of functional capabilities to provide to officials different communication services of the required quality when these officials are in a vehicle or work in field conditions with the help of self-contained LD WSs.
