SUBSTANCE: radio base station of present invention is base radio station transmitting downlink control information to user terminal using improved downlink control channel, frequency division multiplexed with descending common data channel, wherein base radio station comprises module configuration configuring for user terminal sets of resources, each of which is formed by plurality of resource blocks allocated to improved downlink control channel and module for determining which determines elements of improved control channel intended for formation of plurality of possible search space so that all multiple possible search spaces of each group of resources is arranged in different blocks of resources.

EFFECT: technical result consists in formation of possible search space to be used in blind decoding downlink control information, when range of radio resources for downlink control channels is extended.
