FIELD: radio engineering and communications.
SUBSTANCE: invention relates to communication engineering and can be used in wireless communication systems. For this purpose distribution module allocates downlink control signal both in first control range, occupying area from first OFDM symbol to predetermined OFDM symbol in subframe, which is transmission time interval, and into plurality of second control bands, each of which is multiplexed with frequency division with data range located after said preset OFDM symbol, and generated in predetermined size resource block, or distributes descending control signal only into second control ranges; transmission module transmits downlink control signals to user terminal; and distribution module generates multiple second control ranges so that each of second control range contains multiple elements of improved control channel, each of which is downlink control information elementary distribution unit and, besides, separates improved control channel elements and performs distributed display, so that said separated elements of improved control channel are distributed along multiple second control ranges in different frequency bands.
EFFECT: technical result consists is improved carrying capacity.
