SUBSTANCE: invention relates to trunking communication. Disclosed is method of configuring semi-persistent scheduling resources in trunking networks, base station and terminal. After establishment of unidirectional channel semi-persistent scheduling (SPS) for trunking network group base station sends in group of trunking network with help of control channel trunking network SPS configuration information and identifier of semipermanent scheduling trunking network to identify semipermanent one-way channel group trunking network, wherein SPS configuration information includes transmission period of service data; after notification group trunking activation bearer network SPS base station periodically sends identifier semipermanent scheduling trunking network, semi-persistent scheduling resources indicator in downlink control information (DCI) generated at activation of unidirectional channel SPS, and information on SPS configuration along trunking network control channel, wherein semi-persistent scheduling resources indicator comprises frequency-time resources of service data transmission.

EFFECT: according to invention one can solve problem of SPS planning for trunking network user equipment, waiting access in queue, and thus reduce use of resources of physical downlink control channel (PDCCH) of whole trunking system, which increases overall utilisation of system resources.
