SUBSTANCE: invention relates to the area of encoding and decoding moving images using motion compensated prediction. Motion image decoding device adapted to decode an encoding block, consisting of at least one prediction block is provided, comprising: motion information candidate generation unit, configured to extract a candidate for motion information about motion in time, having motion vectors and reference indices, extracted from the block in the decoded image; block for generating additional traffic information candidates, configured to extract any number of additional candidates for information about motion, having predetermined motion vectors and reference indices; block for creating a list of traffic information candidates, configured to generate a list of traffic information candidates, including candidates for traffic information of the candidate for traffic information in time and an additional candidate for traffic information; decoding unit, configured to decode the candidate determination index from the bitstream, which determines one of the candidates for the traffic information in the list of traffic information candidates; and a traffic information selection unit configured to select one of the traffic information candidates in the traffic information candidate list determined by the candidate determination index, to use the selected candidate for motion information as motion vectors and reference indexes of the prediction unit being the decoding object, in the case where information indicating the determination or uncertainty of a predetermined threshold size indicates a determination of a predetermined threshold size and the size of the encoding block is equal to a predetermined threshold size, traffic information generation unit generating the candidate for the time movement information shared for all prediction blocks in the encoding unit, and the block for creating a list of candidates for traffic information includes a block for generating traffic information on time and a block for generating additional candidates for traffic information.
EFFECT: technical result is higher efficiency of motion-compensated prediction data parallel processing.
