SUBSTANCE: moving image coding device is proposed, which codes the moving image using the interframe prediction based on the interframe prediction information of the candidate to be merged in the block units obtained by dividing each frame of the moving image. The device contains the following blocks: the block encoding the predicting information, the block extracting the predicting information, the block creating the list of candidate, the block without replenishment of the candidates, the predicting block with the compensated motion.
EFFECT: efficiency of encoding, decoding of the moving images.
