SUBSTANCE: invention relates to video decoding, and in particular, to device for determining a set of reference pictures (RPS), which are used in predicting decoding of current picture (image). Technical result is achieved by fact that video decoding device receives from bit stream number of sets of reference pictures included in part of bit stream relating to set of sequence parameters, determines whether index of current set of reference pictures is equal to specified number of sets of reference pictures, when index of current set of reference pictures is equal to number of sets of reference pictures, receives from bit stream information on difference between Delta index of current set of reference pictures and index of set of candidate reference pictures, determines index of set of candidate reference pictures on basis of Delta information and determines current set of reference pictures based on index of candidate set of reference pictures.
EFFECT: higher efficiency of video coding.
