SUBSTANCE: method is proposed for decoding an encoded video, comprising: obtaining reference pictures from the bit stream of the set number, included in the bit stream part relating to the set of the sequence parameters; determining, whether the index of the current reference picture set is equal to the said number of the reference picture sets; when the index of the reference picture current set is equal to the number of the reference picture sets, obtaining information from the bit stream on the delta difference between the index of the current reference picture set and the index of the reference picture candidate-set; determining the index of the reference picture candidate-set based on the delta information; and determining the current reference picture set based on the index of the reference picture candidate-set.

EFFECT: increasing the efficiency of video decoding.
