SUBSTANCE: invention relates to video decoding, in particular to the definition of a set of reference pictures (RPS) that are used in predictive decoding of a current picture (image). Method for decoding an encoded video is provided, comprising: obtaining from a portion of a bit stream related to a set of sequence parameters, the number of sets of reference pictures included in said part relating to this set of sequence parameters, determining whether the index of the current set of reference pictures is equal to the number of reference picture sets; when the index of the current set of reference pictures is equal to the number of sets of reference pictures, obtaining from the bitstream the delta information about the difference between the index of the current set of reference pictures and the index of the candidate reference picture set; determining the index candidate set of reference pictures based on the delta information; and the definition of the current set of reference pictures based on the index of the candidate reference picture set.
EFFECT: technical result is an increase in video decoding efficiency.
