SUBSTANCE: invention relates to encoding and decoding of moving image. Moving image decoding method in accordance with present invention includes: performing internal prediction over target unit to calculate value of predicted target unit of sampling (S403); and calculation of recovered target unit of samples by summation of difference data and predicted values of samples of end unit (S404), where when performing internal prediction is determined by validity of each of reference samples, which are arranged either directly above, or directly to left of target unit, and when reference sample include permissible reference sample and an invalid reference sample capture, internal prediction is performed using allowable reference sample and a reference sample with internal prediction is defined as allowable reference sample and reference sample with an external prediction is determined as invalid reference sample.
EFFECT: technical result is increased efficiency of coding.
