SUBSTANCE: invention relates to encoding and decoding of moving image. Moving picture coding method for coding a moving picture signal for each first processing unit comprises steps of: transforming, for each of one or more second processing units included in first processing unit, moving picture signal in a spatial domain into a frequency domain coefficient and quantising frequency domain coefficient; and performing arithmetic coding on a luminance CBF flag indicating whether or not a quantised coefficient is included in each of second processing units for which transform and quantisation are performed, wherein, in performing of arithmetic coding, a probability table for use in arithmetic coding is determined.

EFFECT: high encoding efficiency.
