SUBSTANCE: invention relates to social rehabilitation of disabled persons with locomotor function injury, in particular, to unhampered habitat for disabled persons in wheelchairs, and can be used for moving baby carriages. Device for lifting and lowering of disabled persons in wheelchairs over staircases includes two guides, one of which is rigidly attached to the staircase wall, and the other one is movable to move along the staircase by means of the electric drive. Guides are interconnected by braces with hinge joint. Movable guide is equipped with support wheels. Device additionally comprises a folding platform for wheelchair, which allows moving along guides, and tension elements, connected with guides and located between them to ensure exposure on the movable guide at their tension and bring the device from non-working position into working one. Electric drive is composed of electric winches with metal cables, engaged via deflecting units system with moving guide and folding platform. Platform is folding in direction perpendicular to longitudinal axis of the stair.

EFFECT: simple handling folding mechanical device for lifting and lowering of the disabled persons in wheelchairs of any modification over staircases without application of disabled person's physical efforts, the small-size mobile device is actuated by one unaccompanied operator-disabled person with the help of panel.
