SUBSTANCE: invention relates to metallurgy. For reduction of losses in iron throughout the whole length of the final coil and providing grinding of secondary recrystallisation grain the textured electrical steel plate manufacturing method includes hot rolling of steel slab containing wt.%: C 0.001-0.20, Si 1.0-5.0, Mn 0.03-1.0, one or two elements of S and Se 0.005-0.040 in total, soluble Al 0.003-0.050 and N 0.0010-0.020, cold rolling to final thickness and primary recrystallisation annealing by application of annealing separator consisting mainly of MgO, and final annealing, herewith rate of heating S₁ within the range of 500-600 °C during heating of primary recrystallisation annealing is not less than 100 °C/s and rate of heating S₂ within the range of 600-700 °C is within 30-(0.5×S₁)°C/s, while atmosphere oxidative potential P_H2O/P_H2 within the range of 500-700 °C is preferably not exceeding 0.05.
