FIELD: image processing means.
SUBSTANCE: invention relates to techniques of encoding/decoding images. Disclosed is image processing device, including prediction vector generating unit, recovery unit. Motion prediction vector generating unit is made with possibility to set combined unit unavailability, when reference frame type for current unit is different from reference frame type for combined unit included into combined frame, during current unit current motion vector encoding, used during prediction using correlation in temporal direction, and generating motion prediction vector for current motion vector using reference motion vector, which serves as reference during motion prediction vector generation. Recovery unit is made with possibility of restoring current motion vector by adding motion prediction vector generated by motion prediction vector generating unit, with motion difference vector between current motion vector and motion prediction vector.
EFFECT: technical result is higher efficiency of images encoding.
