SUBSTANCE: invention relates to computer engineering. Image decoding device comprises statistical decoder, which extracts data, which indicates internal prediction mode applied to current unit, which must be decoded, from bit stream; and unit for performing internal prediction which performs internal prediction with respect to current unit according to internal prediction mode, appointed by extracted data, wherein internal prediction mode indicates direction of internal prediction for current unit, including current pixel, wherein internal prediction includes: determining of one of (i) at least one of left neighboring pixel of left neighboring pixels adjacent to current unit left side and decoded before current unit and (ii) at least one upper neighboring pixel of upper neighboring pixels adjacent to current unit upper side and decoded before current unit; and performing internal prediction using specific one of at least one of left neighboring pixel and at least one upper neighboring pixel.
EFFECT: technical result consists in improvement of efficiency of video decoding.
